7th CPC pay matrix — starting basic pay by level

Every government post sits on a "pay level", and the first cell of that level is your starting basic pay. Everything else — DA, HRA, transport allowance — is added as a percentage OF that basic. The basic is the number that matters, not the "maximum salary" figure an advertisement quotes.

What each part of the salary means

Basic pay. The figure in the table above. It rises by one increment (about 3%) each year, and every allowance is computed on it.

Dearness Allowance (DA). Compensation for inflation. It is revised every six months — from January and from July — on the 12-month average of CPI-IW, and approved by the Union Cabinet. From 1 January 2026 it is 60% of basic (a 2% rise over 58%). That is the calculator's default; change it there when a new rate is announced.

House Rent Allowance (HRA). Depends on your city class — X (large metros) 30%, Y 20%, Z (the rest) 10% of basic. These rates took effect once DA crossed 50%; before that they were 27/18/9%, and 24/16/8% before that. Which class your city falls in is set by the Ministry of Finance's list, not by size as you judge it.

Transport Allowance (TA). Not a percentage but a flat slab, set by pay level and city. DA is applied on top of it at the same rate, so TA rises whenever DA does.

Deductions — why gross and in-hand differ

The figure an advertisement quotes is almost always gross. What reaches your hand is less:

This calculator does not compute income tax, nor does it add post-specific allowances (uniform, ration, hard-area and similar). Your real in-hand can therefore land a little either side of this figure.

Common questions

What DA percentage should I enter?

60%, in force from 1 January 2026 — already filled in for you. The next revision is the July instalment; put the new rate in once it is announced.

Is my city class X or Y?

X covers a small set of large metros, Y most state capitals and large cities, Z everything else. The classification is set by the Ministry of Finance on census population — if in doubt, confirm from your recruitment's official notice or your department.

Is this exactly what will land in my bank account?

No — it is a close estimate. Income tax, post-specific allowances and small departmental deductions are not in it. Your first salary slip is the only final answer.

Does this apply to state government jobs?

The structure is similar, but many states run their own pay commission, their own DA rate and their own HRA slabs. This calculator follows the central government's 7th CPC.
